 Community Associations and Village Councils
The neighborhoods and villages of St. Charles are governed by associations and councils. These organizations maintain the public areas of each neighborhood and village, operate the community centers, and
enforce the community covenants. The three association types are Townhome and Neighborhood Associations, and Village Councils. Each organization is run by an elected Board of Directors comprised of
residents from the community. The Board of Directors of each association or council contracts with a management company of it's choosing to provide the day to day management required in maintaining the community.
The Neighborhood Associations are supported by a yearly dues paid by the homeowners located within the community. All residents of a household are members of the local association. In addition, apartment
residents within a community are members of the local association. Unlike homeowners, apartment residents do not pay a yearly association dues -- these dues are paid by the owner of the apartment project.
Village Councils are supported by a dues paid by the Neighborhood Associations located within the village. Village Associations are responsible for the maintenance and upkeep of the village common areas.
The Townhouse Associations are supported by a dues paid by the property owners of the project and maintain the common areas specific to that project.
Recently the Smallwood and Westlake Village Councils has formed the St. Charles Council. The St. Charles Council addresses issues common to both Villages.
